People get this wrong constantly, including contractors, and it matters because a permit filed with the wrong municipality is not a permit. If your address says South Plainfield, your paperwork goes to the borough on Plainfield Avenue, not to the city up the road.

Under New Jersey's construction code, replacing the roof covering on a detached one or two family home is treated as ordinary maintenance, which means no construction permit is required. One local detail worth knowing before you start, because it catches people out. South Plainfield does not take inspection requests by phone. They have to be submitted in writing, by email to schedulemyinspection@southplainfieldnj.com, and the request has to carry the owner or agent name, the work site, the permit number, an email address, a telephone number, the block and lot, the subcode the inspection relates to, and at least two dates that work for you.

South Plainfield is mostly detached single family housing on modest lots, a lot of it post-war, with the simple gable and hip roofs that go with that era. That is genuinely good news for a homeowner. A straightforward roof with few valleys and one chimney is quicker to tear off, quicker to dry in, and much less likely to hide an expensive surprise underneath.

The place it does go wrong is ventilation. A lot of houses in this stock were built before anybody thought hard about moving air through an attic, and then picked up insulation upgrades over the years that made the attic tighter without adding intake at the eaves. A roof that cannot breathe cooks its own shingles from underneath and shortens its life by years, and you cannot see any of that from the street.

Gutter work on a house with a shallow lot and a short run to the property line is a drainage question more than a gutter question.
